I paid a fake lawyer or an intermediary for my residence permit
A "law firm" found on TikTok or Facebook, an "adviser" recommended by an acquaintance, an ANEF application filed for you in exchange for several hundred or several thousand euros. Since then, no news, or a refusal from the prefecture. The firm first reads what was filed in your name, then tells you what to do.

Key points
You are the victim of a fraud (escroquerie, article 313-1 of the Criminal Code) and, often, of someone falsely using the title of lawyer (article 433-17 of the Criminal Code, article 74 of the law of 31 December 1971). You can file a complaint whatever your residence status. But one question comes before everything else: which documents were filed with the prefecture in your name? If one of them is forged, a residence permit (titre de séjour) already obtained can be withdrawn at any time (article L. 241-2 of the Code of relations between the public and the administration, CRPA) and the facts reported to the public prosecutor. The firm reads your file first and writes the complaint afterwards.

How to recognise the scam
A page on a social network promises guaranteed papers, quick regularisation, a sure appointment at the prefecture. Payment is made in cash, through a money transfer service or to a private person's account, with no fee agreement and no invoice, and the conversations take place on WhatsApp with a first name only. A registered lawyer appears in the directory of French lawyers(https://www.cnb.avocat.fr/fr/annuaire-des-avocats-de-france) kept by the Conseil national des barreaux (National Bar Council) and in the directory of his or her local Bar; if you doubt someone who says they are a lawyer in Bordeaux, you can ask the [Bordeaux Bar.] A lawyer never promises a result: the decision belongs to the prefecture.
A common variant: the intermediary really did file an application on ANEF (the online platform for residence permit applications) with your login details, but with fabricated documents (job offer, employment contract, proof of address, proof of presence in France). You then receive a refusal for a fraudulent application, sometimes with an obligation to leave French territory (OQTF) where the period for voluntary departure may be refused (article L. 612-2 of the CESEDA, the Code de l'entrée et du séjour des étrangers et du droit d'asile), and you have never seen the file.
What to do within the hour
Do not pay anything more, even to "unblock" the file or to "get your money back". Keep the messages, screenshots of the profile, the phone number, proof of payment and the documents you received. If you gave your ANEF login details, change the password and download everything in your account: the application filed, the attachments, the letters from the prefecture. Do not file anything new until you understand what was filed.
If you paid by bank transfer, ask your bank to recall the funds (article L. 133-21 of the Monetary and Financial Code). The bank must try to do so, but it is not bound to succeed. This recall only applies to bank transfers; for a cash payment it does not exist.
What you risk, and why the firm reads your file before the complaint
The law holds nothing against you as long as you did not know that a document was forged: forgery and use of forged documents require a fraudulent alteration of the truth (article 441-1 of the Criminal Code), and obtaining an administrative document unlawfully requires a fraudulent means (article 441-6). Someone who believed in a real contract or a real appointment does not have the required intent.
The difficulty lies elsewhere. If a forged document was filed in your name, the prefecture can withdraw a permit obtained by fraud with no time limit (article L. 241-2 of the CRPA), refuse a pending application as fraudulent, and it must report to the public prosecutor any offence it knows of (article 40 of the Code of Criminal Procedure). A complaint written without care can describe, in your own words, how you handed over a forged document.
The same type of fraud exists for housing: a fake landlord takes a deposit, then disappears. The page housing scam in Bordeaux describes the complaint and the steps to take.
Before any complaint, the firm therefore checks which documents were filed and by whom, what you knew when reading your exchanges and the price you paid, what the prefecture has already done, the dates, and which form of complaint is suitable. In some cases, the situation must be regularised voluntarily with the prefecture before a complaint is filed. You receive this analysis in writing.
Filing a complaint against the fake lawyer or the intermediary
You met the person in real life: the online complaint service for internet fraud (THESEE) is not meant for this case, because it assumes an offender you never met and an identification through FranceConnect. Two routes remain. The police station or gendarmerie, which must take your complaint and give you a receipt (article 15-3 of the Code of Criminal Procedure), with an interpreter if you ask for one (article 10-2). Or a written complaint sent to the public prosecutor (procureur de la République) with the documents (article 40), which the firm drafts and legally classifies: fraud, aggravated when the offender falsely took the status of a public official (article 313-2), false use of the title of lawyer, and, depending on the case, the other offences the file reveals. The prosecutor informs you of the outcome (article 40-2). If the prosecutor does not bring a prosecution, or if three months pass without a reply to a complaint lodged with the prosecutor against a receipt or by registered letter, a complaint with civil-party application (plainte avec constitution de partie civile) before the investigating judge remains open (article 85), with a deposit set according to your means (article 88).
If several people paid the same intermediary, a joint complaint carries more weight: the firm prepares it for all the victims who instruct it.
And your residence permit?
The complaint gives no right to residence: for a scam victim, the CESEDA only provides a permit for the victim of human trafficking or of undignified housing who files a complaint, which is not your case. Nor does it take any right away from you. Your residence file is taken up again on its real merits: your actual situation, how long you have been here, your work, your family, the genuine documents you can gather. The complaint can count in an application for exceptional admission to residence (in French) (article L. 435-1), together with these other elements.
If a refusal has been notified to you, the time limit to appeal to the administrative court (tribunal administratif) runs whatever happens with the complaint: the two steps are taken in parallel. Read the decision you received and use the firm's appeal deadline calculator (in French).

Frequently asked questions
Every registered lawyer appears in the Conseil national des barreaux directory of French lawyers, with his or her Bar and address. An "immigration adviser" who drafts your documents and represents you without this title is not a lawyer.
Change the password, download everything in your account, and do not file anything new until you have read what was filed. The firm does this reading with you.
The complaint is sent to the prosecutor. If a forged document was filed in your name, the prefecture may discover it by itself, withdraw the permit or refuse the application, and report the facts. This is why the analysis comes before the complaint.
The bank does not refund a transfer that you made yourself; it must try to recover the funds. The money is recovered from the offender, if identified and able to pay, or through the compensation commission for victims of crime, subject to a means test, within three years of the offence (articles 706-5 and 706-14 of the Code of Criminal Procedure).
Not in itself. In an application for exceptional admission to residence (article L. 435-1 of the CESEDA), it can count together with the other elements of your life in France.
Yes. A joint complaint by the victims of the same intermediary is possible; each victim instructs the firm.
